Bertha would make more sense because she's the only Elite Four member that didn't challenge Cynthia in DP. Been there, done that. Given Bertha's age, I imagine that she was an Elite Four member before Cynthia became Champion, and the younger ones (Aaron, Lucian, Flint) joined afterwards.
