They're not "kanto pokemon" in-universe, BWtard. Machamp is equally as much of a Sinnoh Pokemon as Garchomp is.

I don’t think so. All the gym leaders that aren’t Brock, Misty & Gio were basically treated as glorified characters of the day. Ironically Sabrina’s storyline was a 3 parter.
