There's shadow tag of course, but that was wobbuffet exclusive for a reason. The only other ability that could have been given to him was insomnia, but that's ass compared to levitate.
It's not like the the concept of ability changes was alien to them either, nincada and trapinch families are good examples. So I think gengar had levitate just because there was no better, non-broken option to begin with.
