That aside, there are plenty of Pokemon clearly designed to be of one sex but have been assigned two for breeding purposes - the Machop line is clearly designed to be all male, the Popplio line all female, and so on. Lapras was designed from the start to be female, but males were introduced in Gen2 when it was no longer considered a Gift Legendary so you could breed it.
