Aqua Tail+Earthquake+Stone Edge is still pretty good for something with 90/100/120 Bulk and 120 Atk and also has an actually good defensive typing.
Palkia would still definitely be Ubers if its only Special moves were Dragon and shit like Hyper Voice or Ancient Power.
Consider this.
Zamazenta-C is still Ubers, even in National Dex, and that shitter has an even worse movepool than Kyurem-B even before Gen 8.
Kyurem-G has mostly the same movepool as Kyurem-W just without Fusion Flare.
Kyurem-B was still OU even in Gen 7 when it got a (temporary) physical Ice move.
If;
A. Zamazenta-C is still banned even with item restriction and its god awful movepool
B. Kyurem-G was RUBL in Gen 7 despite having most of Kyurem-W moves
C. Kyurem-B still had good Physical STAB, one time use, but still Physical STAB
What exactly makes you think physical Palkia still wouldn't be Ubers?
and let's be honest here. Icicle Spear on non-skill link users sucks. 70% of the time Icicle Spear is 50-75 BP. The real reason why Kyurem-B eventually got banned was because of Dragon Dance AND also getting HDBs.
Even with its Gen 8 buffs, it's still DOUs and it's completely outclassed by Zekrom and gets shut down by Necrozma (because you know, Ice being a terrible type).
