It was fine in GSC due to the limitations, and it stood out well enough back then, but there was no excuse for it to be this bland in HGSS. They should've made it look more like it did in the anime. Make it look more like a... you know... city. At least add some brick pathways between the buildings or something.
Also, on an unrelated note, Route 44 should've been turned into a snowy route, with the encounters slightly edited to reflect that.
