I always considered rock types to be elemental, living rocks or heavily incorporating physical rocks into their design element whereas ground type are regular animals or other creatures using the element, but not so much being of it.

First, they are based on completely different things. Secondly, the pairing ghost/psychic is rare enough that is only possesed by legendaries. Third, Ground is made of eroded rocks. Are ghosts made from eroded psychic types?

Elaborate, why would having 2x instead of 4x make them OP? Onix had subpar attack and rhydon and golem had high attack but low special. That means even with 2x disadvantage they'd job to both water and grass easily since they are special types.
