Sure, vintage cards are "rare" in a sense that there are so few acceptable condition copies than collectors that want them. But realisically, you can look up virtually every generally released WOTC card on ebay and there will be an acceptable copy available to purchase. Now, that copy could range from $10 to $10k, but still, they're listed. Does that mean they aren't rare since there are plentiful of them, just expensive? Similarly, you can look up certain trophy cards and you wouldn't even find a single listing.
It also made me think of OP's post, if going by the former definition of "rare from the objective numerical sense", then wouldn't most people's "most valuable card" and "rarest card" be the same?
Whatever though this is just a question on a Mongolian basket weaving site so i'm obviously thinking about it too much. If we're going "rare" as it "not a lot of people have this or even know about this" rare, it would be the incredulously based Big Mama cards
Truth be told, I'm not really into rare cards. Trophy cards and japanese exclusive cards don't excite me. If they have art I really dig like the 97/98 tournament pikachu or the munch cards, sure but just because something has a staff or winner stamp doesn't mean i'll track it down and pay 20x
