Even the anime knew better how to handle the starters in their wild state, they can be raised in specialized farms and escape (Mudkip), they can move in migrations to specific points (Bulbasaur and Ivysaur) or have nesting sites that are difficult to access or restricted area (Charizard), even the element of abandoned Starters was handled several times (or that they decided to leave their trainer, like Snivy) with this you have several elements to justify the presence of a starter in the wild and the justification of having such a useful "tool" and breaking the game is lost with breeding, trading, and pseudo-legendary pokemon in the wild, you could have a team in your adventure with legendaries and semi-legendaries and it would already be broken.
My point is that there is no valid point right now to continue to be so strict with Starters, just treat them for what they are, another Pokemon.
