It does. They are just saving it for his Hidden Ability.
Attack/Speed are still halved for 5 turns, except its Attack gets quadrupled in Trick Room.

Bruh Rillaboom is really my favorite starter. He has the perfect stat spread for a starter, fantastic movepool, fantastic ability, fantastic design and represents my favorite role in bands, the drummer. I love Rillaboom so much bros
