The Japanese name for Schooling is School of Fish, it's meant specifically for Wishiwashi. As for why can't Unown have a different but functionally identical version of it, Gay Freak just appears to have forgotten about Unown. Maybe they'll give it a new forme with Unown Swarm when they've gone through every KANTOOOOOOOO mon and given Charizard its tenth new super form.

I kinda love the idea of a one off trainer having a tight relationship with their Unknown. Not even like a team of unknown that spells something, just like one Unknown as a Partner Pokémon. They're the definition of Dex Filler but I'd love to see one with Personality,

It's not really fixing hidden power, as it is making it Unowns Signature and buff them in general.
Hidden Power still won't come back, and unowns still wont either since the new tera gimmick is basically Hidden Power

Part of the problem is that PLA had no PvP and even if it did Unown wouldn’t be very good (much better than before since it has a unique move now), but it really needs a Swarm like form to truely live up to what it’s supposed to be
