Also, Clair's outfit isn't ugly, its just stands out due to being skin-tight, brightly-colored, and having a cape. Most Pokemon Characters don't dress that flashy, especially not in Johto/Kanto. Even the people calling it "embarrassing" seem to doing it out of shock or jealousy over Clair's figure and Clair's confidence in showing it off.
And Clair's outfit would actually be perfect for a Pokemon contest, which is what Erika and Jasmine were talking about. While I think Clair's outfit wouldn't not work with Jasmine at all, maybe Erika just thinks it would be funny seeing Jasmine dressed like that.
