Definetly Drampa: it's the ultimate comfort ride pokemon fluffy, huggable, caring and really large so it's easy to ride and not to get wet, doesn't suffer the effects of weather and can also fly

Clearly not much of a concern to Lyra in that pic.

How warm is the weather in the Pokemon world supposed to be anyway? You get the impression trainers in general aren't supposed to particularly care about staying dry considering how certain maps are designed.

Trainers prawling in routes are more on the adventurous side, so they wouldn't mind getting wet/dirty. But to answer your question, I guess it depends on the region just like IRL.
>Kanto/Johto/Hoenn appear to be perpetually in late Spring or early Summer
>Sinnoh is clearly early Winter
>Unova has the Season system, so a 1:1 of New York's weather

Yeah, but you also got stuff like Flannery's gym just tossing visiting trainers into a hot spring in whatever clothes they happen to be wearing, or Sootopolis putting its city entrance underwater and clearly just kinda assuming all visitors are fine with having to swim into the city.
