On the one hand, Ash IS centralizing like SR is, you need to build a deck that cn play through or dodge Ash or you outright lose.
On the other hand, Ash is used because it's extremely splashable, powerful and versatile, while SR isn't as you do have costs to using it (a SR capable mon, a moveslot, a team that isn't weak to enemy SR or has anti-hazard strats).
