GBA isn't feasible. You can't make a recreation of these regions that were made from the ground up with 3D visibility in mind in the flat world of 2D.
NDS would be more reallistic, but NDS hacking is unfriendly hot trash. You can't accomplish much without knowing ASM or without knowing the location of stuff in the ROM and then injecting code.
