The Dratini line was most likely inspired by a snake-like proto-dragon from Korean folklore called an imugi. When the imugi becomes 1000 years old, a pearl will drop from the sky, and if the imugi catches it, it’ll turn into a real dragon (Dragonair has pearls and takes a long time to evolve into Dragonite). I'm a big Flygon guy and I think the evolution makes a lot of sense when you look at it from how they're based on antlions (which go from larva with pincers to dragonfly-like). However, I do agree that a regional evolution that expands on the big jaw could be really cool.
