You mostly attend stores frequented by teen/adults
Or, more likely, Pokémon games are quite expensive, so kids will ask to their parents to buy them (probably on Christmas or birthdays)
Anyway I seriously doubt that kids in your area are not somewhat obsessed with Pokémon cards (I always had to confiscate them when I worked with kids), but usually (at least here in Shitaly) they buy them at newsstand or stationery shop.
