Consider two elements of Pokemon design: Function and Form. A Pokemon's function is the role it plays within the game--early route bird, pseudo, cave creature, surf encounter, etc. A Pokemon's form is its physical appearence.
The Unova pokemon were created to fill a similar role to the Kanto equivalents in their *function*, meaning that they play the same part in the gameplay. Unova was deliberately created as a sort of "soft reboot" of the franchise, where they wanted something that felt fresh but used the same core ingredients.
Conversely, Diglett and Wiglett share a *form* but not a function. They look almost identical, but are found in different places, have completely different play styles, and fill different roles in the gameplay.
