Truth is that Pokemon as multimedia franchise with hands in every kind of media does not need these games anymore, it's just lazy pretext to showcase new designs for merch and this can be done by anime or shit like GO.
Hell, they even tests waters with that already by showing Meltan and Melmetal in GO first.

They don't run the promotion of the brand, no. It was too big even when they were pissing about making Pokémmon 2 for Game Freak staff to handle while working on the games, much less Iwata's own first-hand experience prompting him to found TPC as soon as he got appointed Nintendo CEO to take the burden off Nintendo/Game Freak and allow them to go do their own things again. And even then, Nintendo defer to Game Freak and TPC are owned jointly by Nintendo/Game Freak so they toe the company line. TPC have as much power in ruling Pokémon as the Emperor of Japan does in actually ruling the country.

Me not buying the game as an individual doesn't mean other people didn't buy the game. That point passed in gen 3.
Gen 1 started it, gen 2 the same but more + bug fixes. Gen 3 was already pushing it by not doing anything new or groundbreaking with the franchise; doing something to change up the formula that isn't gimmicks or expanding on what the first 2 gens did.
By the time gen 4 was released pokemon was already borderline flashgame tier/mobile game tier. They had the chance to do something with the franchise but decided to keep releasing the same game every generation.
