Meowth is terrified of getting caught by a pokeball, implying he would be obligated to submit to whoever caught him like an animal. Diantha has dialogue in Masters EX where she talks about her Gardevoir, the most human looking Pokemon so far, as if she's some kind of skittish house cat.
ALL Pokemon are like this. Gamefreak is very autistic about this. They're too lazy to keep a close eye on their Pokemon designs, hence Sugimori's antics in gen 3 where he intentionally pushed the limits of anthropomorphism. They're too lazy to find a more graceful way to deal with something like Meowth, so they just say "lmao just let him talk, stop thinking about it". But instead of just biting the bullet and allowing a small handful of exceptions, Gamefreak instead stubbornly and creepily chooses to code these Pokemon the same way they would code any other, as an animal that submits to a human master.
