This just makes the eel look like the species decided it would get more Ws if it looks like (possibly non carnivorous) Diglet to bait in more prey, thus winning natural selection. Which still wouldn't make sense, as the pokemon in the Ocean would not ever interact with Diglet and would not even know what it is mimicing.
