No matter how girly they look to you, they will always be and behave like straight males. Put a male Popplio in the daycare with another male pokémon and it will explicitly say they do not enjoy each others' company, every single time. Now put a compatible female with a male Popplio and an egg will be produced, and the offspring will always be from the females species.
Until Gamefreak or TPC/Nintendo Japan state otherwise, there are no true tranny pokémon, not even gay pokémon in the games. Twitter headcanons and meaningless letters from the American subsidiaries doesn't mean shit.
