Getting back to anon's original point and the one you took issue with, they said that Mewtwo potentially has the ability to mega evolve built into them to react with mega stones.
"They" was used because the creator could be supplanted with Dr. Fuji (in the games) or Team Rocket/Dr. Fuji/his team or even the other team that created the second Mewtwo (in the anime). The creator wasn't the focus of their point, Mewtwo was.
