Leon is my favorite champion and favorite SwSh character. I feel like the bulk of the reason people dislike him is they have some personal biases, whether it be racism, Cynthia enjoyers feeling threatened, BBNDers just vehemently against anything SwSh to begin with, etc.
He's a fun character. Reminds me of a cross between Red and Lance, but also Goku.

I'd have less of a problem with him if they had mentioned him by name in literally any other gen, and if his ace was actually a gen 8 mon instead of Charizard for the millionth time.
Instead, no, it's "lol hes the best bcsuae we say so" and hamfist a few excuses in the game and anime to justify the title, despite being a "literally who OC" for this gen that we'll probably never see again in gen 9+

Well there you're flat out wrong for insisting that. Ash would have cleanly lost without the no-miss factor of his powerful Z-Move. Mega Metagross was the fastest Pokemon in the entire Masters 8 and could outplay anything just based on that.

-Ash defeated Steven using only 1 gimmick and he beat MEGA Metagross too .. Pikachu took damage, but was otherwise ok by the end .. 1 episode

-had to use 2 power-ups just for Togekiss, and only barely beat BASE Garchomp .. Pikachu was also defeated .. Lucario was so exhausted, that he also fell and barely stood back up first .. 3 episodes

By that terrible logic Ash had a harder time in his 1v1 games which were also 1 episode, because you're implying a 6v6 would take 6 episodes.
