because putting in fun and interesting pokemon instead of just recycling the same few shillmons for every media is based
everybody was far more excited for Dodrio than Mew and even Scizor/Scyther

Not really. Even though Gen 1 is the only Gen TPC cares about, the reality is there are only ten or so Pokemon from Gen one that TPC actually loves and most of them are already in the game.

Dodrio is based because it's both contrarian and unique pick, some shillmons may be unique, but they are sometimes boring.
Charizard is so generic and forced that every developer thank trashnime everyday for giving Ash's Zard Seismic Toss.

What is Dodrio based on? I am not referring to its real base, which can be a large number of running birds (ostrich, ñandu, emu, cassowaries, kiwi, roadrunner)

I mean mythologically or folklore, I do not remember tricephalic birds besides a Russian legend and mercurius a dragon of alchemy

Gotta keep moving to keep up a sprint gauge which powers up your Tri-Attack/Drill Peck
also has its own scoring gimmick where each head scores points individually so you can get a quick score in then retreat if needed

I like dodrio.
He's one of my favourite flying types. But I really like flightless birds in general I think they are cool. I'd love a regional kasawari dodrio.

Charizard isn't forced in terms of popularity, is forced in these battle spin-off games, using Dragonite instead of Charizard would do the same thing. Its fire tail would be a better unique trait than using Seismic Toss, which all three "fighting" games use.

I genuinely love Dodrio, I had a level 100 one in Emerald as a kid. I really liked Drill Peck in the anime and imagining Tri Attack being fired with different beams from each head.
