How many times pikachu was captured inside team rocket's nets and traps and he did not simply shrink his way out. There must be thousands of situtations where shrinking would be useful.

It seems to be something that specific to pokeballs. Something about pokeballs unlocks this ability in pokemon, like how mega stones unlock the ability to mega evolve or z-moves unlock the ability to use z-moves

Actually if Pikachu doesn't like being in his pokeball that means he doesn't pike shrinking therefore wouldn't shrink even when captured
