Power over others, he made it blatantly clear when he revealed his plan after it failed in BW. If you don't get a simple motivation like that, then you might be brain damaged. Is it the best motivation? Not really, but it's both logical and something that is a common motivation for people in positions of power in general, so I guess the main problem is human nature.
