Which games are you referring to? USUM fits the bill but that's really the only one. Legends Arceus is debatable but I don't think it's consistently challenging as much as it is sporadically challenging.

The main reason people claim this is because of gen 6, gen 7 pretty quickly corrected that and made the games reasonably difficult, and SwSh kept that up for the most part.
That said, another reason people probably say it is because of the immense casualization of the series disguised as “””QoL””” “””improvements”””which peaked with EXP candies making it stupendously easy to level up any mon at a staggering rate (as if the exp share didn’t do enough of that already)
