Pokémon kept making stupid decisions like this back then which they'll never fix. Lugia not being Flying/Water like originally planned meant that there were too many Flying/Psychics, so they took Flying/Psychic off Noctowl to compensate.
Lugia should be water and Noctowl psychic like originally planned so Noctowl/Xatu can be more of a duo.
