How do you make mainline Pokemon hard but fun?

Hard:
Meaning you can't just spam 1 Pokémon throughout the whole game.

Fun:
I don't have to spend countless hours breeding and perfecting for the right EVs to fight the boss fights with perfect stats.

How do you find the balance?

Unironically remove levels and have stat gains and evolutions be based entirely around finding certain items or collecting badges

Just set the over level Pokémons to that same level of the gym in similar way of how they doing with the battle tower

You play something else. Pokemon is like that because kids play it and they are the target audience.
I see the games as a comfy self insert escapism adventure, nothing too serious.
I just play to relax, so I don't mind that the games are quite easy.

Heres a couple ideas of mine:

1) Space out the levels of gym leaders a bit better and give them an overall level buff to counteract the "new" Exp Share system. Also if the "complete in any order" gimmick becomes the new norm then they should all have 8 different teams and choose the team relevant to your current badge count. Also giving them more Pokemon on their team in general is a good idea, even if it's just fodder to weaken you up.

2) Give all prominent trainers access to items on their Pokemon. Not just berries but full on useful battle items that synergize with the Pokemon. As well as proper EVs/IVs

3) Improve NPC AI. Enough said.

4) Bring back routes and areas with permanent weather effects, and even extend that potentially to gyms or other prominent fights.
As an example, having to fight a Water type gym leader under a sprinkler system that produces a constant rain effect on the battlefield would be awesome. Especially if their pokemon utilized swift swim etc.

Make every boss fight play out like a Battle Tower fight. Same number of Pokemon as the opponent, forced level, no exp until the fight is over.

I do think the game should make you choose 3 pokemon to fight a gym leader's team of 3.

And then Elite 4 have four each.

that's it, really
you don't want it to be so crushingly hard that a kid can't get through it
but it shouldn't be so easy that a kid can't help but get through it

Double battles. Hard level caps corresponding to how many gym badges you have (5 to 10+ levels higher than the next gym challenge). Better NPC AI. Slightly better NPC team (None of this Rom hack I've made a NPC team that covers every counter bs")

At that point you could give players full rein over ev and iv manipulation and EXP All and it would still be a god time.
