Just depends on how they'd portray it. If this was an ORAS type situation and they go out their way to show he's mute like with ASL or some unique struggles only mutes have, I guess that would be kinda neat. I'd only be disappointed if its followed up with exposition dumps from other characters about him or some preachy text about SOCIETY

That'd suck, but a "retcon" already happened though.
His first appearance as NPC made it ambiguous whether he didn't like to talk or they didn't want to give dialogue to a self-insert, but later on it was addressed in-universe that he doesn't talk much.
