Nowhere does it say that the Galarian Bird and the Kanto Birds are different species with no relation to each other
What the text says is that, at first, when people heard about the Birds in Galar, they thought "oh it must be Articuno, Zapdos and Moltres, the description fits them". But then, when they actually managed to see the damn birds, they were like "oh wait, these are not the same Birds we see elsewhere, they're different. But I guess since they're close enough to the old ones we'll keep calling them Articuno, Zapdos and Moltres anyway"
That's literally it. It's just a way to make these regional forms feel ~mysterious~ and LEGENDARY, like no one even knows what the fuck they are exactly or how they came to be (but spoiler alert: they're just like any other regional form, the result of divergent evolution, and not something like Wiglett)
