Wally originally lived in Petalburg. I'm not sure how a town even further south of the mountain than Verdanturf was could have more volcanic ash in the air, especially when we know that it blows northwards towards Fallarbor Town.

Wrong. Moderate industrialization usually contribute the worst pollution level. And islandic regions usually has low pollution index due to higher air flow and also due to the ocean absorbing the particulates in the air

While it's true that most pollution enters the air through anthropogenic sources, there are also natural ones

sulfur and chlorine gases from volcanic activity, smoke and ash from wildfires, dust storms, biological decay, volatile organic compounds from plants or sea-salt spray (this is generally understood as beneficial though, since surf-generated aerosol loosen mucus in the respiratory tracts) and all of these phenomena can be worsened or reduced by geographical features or typical weather

Tl;dr and final thoughts
assessing air quality is much more complex than this, but, at the same time, Pokémon world's climate intricacies cannot be recognized just from an handful of games

That's why I didn't rate Hoenn's pollution index lower than 4. Mt. Chimney has such a monumental effect on Hoenn's air quality but the vast ocean surrounding it cancels some of the soot coming out of the mountain. So by average, I place Hoenn at 4 in AQI index. Without Mt. Chimney, I believe Hoenn might be at 3.
