Same with galarian weezing. Weezing already exists. Koffing is still a single evolution pokemon. And in Galar, that evolution goes to weezing [galar forme].
In Sinnoh, there is not another evolution for swinub. There is no sinnoh-piloswine. Instead, piloswine just gets a new evolution called Mamoswine. This is the same thing that's happening here. There is no Paldean girafarig. It's an evolution called Farigiraf, and it's native to Paldea, much like how Glaceon is native to sinnoh but can be found elsewhere.
