It's shown evolving from a regular Girafarig, so you should be able to just bring yours over and evolve it. They haven't mentioned what the evolution conditions are, but we can rule out trading.

Is this the first time an unevolved pokémon gets a regular, no-bullshit evolution since Gen 4?

I know we got Ursaluna and Wyrdeer in PLA but as far as we know Ursaring and Statler might not even be able to evolve outside of that game (and GO) because they're supposed to be extinct in modern times

Hmmm, well the theme of Scarlet and Violet is Past and Future, so maybe there will be some plot detail that brings them back somehow. I mean if they can bring back fossil Pokémon then surely they can bring back the extinct evolutions

Psychic benefits but normal doesn't. Psychic is at it's best as a defensive typing because offensively it gets resisted by good types like steel and dark has an immunity. Normal is best offensively and you don't want to be throwing more weaknesses onto a normal type without adding something worthwhile
If you're psychic/normal you're gaining weaknesses to extremelly common moves like knock off and u turn all so you can be immune to ghost and and have stab psychics. It's really not that good of a trade.
