People who want to buy cards for collections want them in perfect condition, not something that was played. Played cards are common and easy to find, the scarcity comes from cards in good condition.

the only cards worth anything with edge damage like that are from 20+ years ago.

beyond the early 2000s, people really learned how to sleeve/take care of them - no local store wants to sit on damaged inventory when pristine copies are so common

Pokemon is almost entirely collector driven. It's not like anyone needs that Reshiram for play, or if they for some weird reason did, they wouldn't be using the special collector piece. No collector is going to want something of that quality in their collection.
