Because they're where the story should have ended.

Gen 1-4 are the Classic Pokemon, the story and lore were all interconnected
Gen 5 is the start of the NuPokemon age the Reboot Gen
But it failed.

When you look at the gen 5 pokemon roster it was ment to replace the OG 150 in gen 1

Gen 1 - 4 were all rooted in Japan, and drew on the director's experience growing up there (both Taijiri and Masuda).

Gen 5+ are mostly touristic and linear.

Pokemon wasn't the cultural monolith it is now. There was a 4 year cycle between new generations that was reduced to 3 after Gen 5, and GF started working on their own titles around that time too.
