A Poison/Ground type with a water immunity is more consistently useful than a poison/ground type with unaware. Especially if said poison/ground type already knows Haze.
There are so many bulky water mon that this mon can get a free Toxic on. Plus Water immune Pwooper evo hard counters toxapex.

People use unaware on Quagsire because it's an immensely fucking useful ability that allows it to hard counter some Pokemon that nothing else can deal with. Play the game.

nowadays Quagsire can be bursted hard. It's used in Stall because teambuilding on stall is pretty limited unless you want to play in tournaments on Smogon and want to gamble on the Matchups all day everyday.
