that leaves only bug (lol), poison, grass, electric, water, fire, and flying as actual types that can actually make a team.
and "make a team" is being pretty generous, fire and electric are basically just "that one mon that actually does anything and then filler that does the same thing but worse", and bug might as well be using NFEs.

Gen 1 Monotype would be pretty easily solved. Flying is #1 because of access to the three legendary birds, Dragonite, Aerodactyl, Gyarados, and Dodrio. Without access to Chansey or Snorlax, special attackers would run rampant, and Articuno's Blizzard is actually the strongest normal (IE no drawbacks like Explosion or Hyper Beam) attack in the game. Moltres and Dragonite have APT cheese, Gyarados cleans all viable Rock types, and Aerodactly is a good late game cleaner due to its speed.

Without Normal/Psychic, the tiers would roughly be:

Flying
>HIGH TIER
Electric
Rock
Water
Ice
>MID TIER
Ground
Grass
Poison
>Shit tier
Fighting
Fire
Bug
>Unplayable
Dragon
Ghost

Normal would check Flying with the latter having almost no chance of breaking through Chansey or Snorlax. Psychic and Rock have a reasonable chance of defeating Normal. Flying would do pretty well against Psychic because of APT and generally fast cleaners like Aerodactyl. Even monsters like Alakazam drop to Aero if they ever take more than half, leaving them wide open to revenge killing, and the birds all torch Exeggutor

Were Psychic and Normal allowed in, Psychic would be God Tier alongside Flying, and Normal would be in its own special tier way above.

Only if Psychic has Mew or Mewtwo. Otherwise it's pretty balanced due to Normal having Tauros, Chansey, and Snorlax.
