It's not that, it's the choices on who's in and who's not that is the problem. It's insane to keep some pokemon from ever being in a game for multiple gens straight while some pokemon, barring Pikachu, are in every game no matter what.

You'd hope they'd at least try to make Pokemon available every other generation, so they can be used all on the same system. There's still the DLC for SV (probably no other titles unless the Switch's sucessor is so structurally similar they can do an engine test game like Let's Go or Legends on the Switch), and it was such a narrow pool of Pokemon missing from SS+DLC (let alone after Legends and BDSP) in the first place that it's surprising they didn't put that as a third priority (after game balance and bringing back popular Pokemon).

Oh I see, yeah that part I agree with, they haven't proven to me any justified reason to do the dex cut. It just sucks instead of trying to find a fix, they basically just doubled down on the dex cut remaining probably for all games going forward. I'm just surprised how many people keep getting their hopes up that the full dex will come back.

If they stick to this current art style, and do a direct model port to the next game then adding more means you can advertise the game as having more. Or even pull the smash bros line of "THEY'RE ALL HERE!" Gotta catchem all afterall.

The only justification I've seen is that in SM they had to make the island trials during the debugging phase, that shit is not normal. That also having been said, free updates for video games has been a thing for a while, and SS even had a good way to distribute that sort of thing with their raid events, but it's also clear Game Freak just finishes the game and moves on to the next one instead of just supporting the existing one because that works just fine and they can try new weird shit which they like to do, so I've given up. Maybe Bank 3 will let you battle using the box sprites, I think that would be kinda neat but I also really like the Pokewalker.

SV DLC might cover the last few missing Pokemon, but on the other hand I would not get my hopes up since I imagine legendaries are going to take up like half of one of the DLCs.

That the main problem, they have been sticking to mostly the same art style. Due to the way they make the meshes (tri'd down from a quad model) and textures (base texture that's basically always the same, edited on the 3DS or with normal maps and shit on systems that are capable of that) it's easy for them to convert it to the format of the game. Getting it to look good is the struggle, with how often they change lighting systems and shit you have to change normals and everything else. That can't be automated, or at least not easily, and still requires some QA shit to make sure it's not busted. It's a lot of work. On the other hand, what the fuck else is Creatures Inc. doing? It's not like Game Freak hasn't been outsourcing a lot of other stuff either. I'm sure there's somebody on the team who wants to do it, but it's definitely not a one man job. A one man job is making a new shiny animation and a system to have it show up, but also messing up the values of it. They care about the dumbest shit, and I appreciate that, but that's not what I want unfortunately.
