I'm sorry, you are just wrong. Other companies are completely capable of making games that have the vast majority of their absurd roster in them.
Pokemon Showdown, a free fangame, has all the Pokemon in it, and you can play as ANY character from the entire series.
The idea that GameFreak can't make a game with all the Pokemon in it with the absurd ridiculous budget they have is fucking laughable. They absolutely can, they just don't want to.
