Hitoshi Ariga was designing megaman designs back in the 90s, anon(he designed bosses in pic related).
He's also by far the most well liked modern Pokémon artist in the west.
He was also handpicked to design Pokémon by Sugimori.

I like them all (even the Galar ones) beside Carracosta. The design isn't bad, it is just that they could have chosen a cooler marine reptile like a mosasaur or an ichtyosaur instead of the boring archelon that is just a normal sea turtle but larger.

Doesn't change the fact that velociraptors are a dreadful take, while this one is much closer to a proper Zolt(every added trait it has is found in primitive birds or their ancestors).
Also, pretty much every "pterosaur" trait this art supposedly gives it is from Zolt itself, not the artist.
