It is that, since Gen 6, they have been aware that mons have different popularity levels and, unfortunately, due to the 2010 backlash, bad anime and the 'soft reboot' they've tried to make but had no continuity, Unova mons are the most unpopular in the entire franchise.
Just see Unite, Kalos has a ton of reps while Unova is getting their second rep after one year.
Watchog and elemental monkeys being out of seen is just a proof since they are probably the most unpopular Pokémon in the entire franchise.
