Having a bond is ok, having a mary sue skill only people from her village can acquire that can then boost dragon pokémon to their maximum IS a gimmick, particularly egregious seeing as no-one else can learn or acquire this skill (unlike finding mushrooms to make Max Soup to let your 'Mon Gmax, attending the Island Trials to access Z-Moves or finding Key and Mega stones to facilitate Mega Evolution).
