I disagree but also agree.
I recently realized that every Pokémon kinda fills its own niche. Illumise and Volbeat may be my least favourite Pokémon of all time, but if they didn't exist then I feel like there wouldn't really be a Pokémon to replace specifically what those two were doing.
Even shit like Wiglett, whose entire Gimmick is that it's Diglett, but not, sort of earns its right to exist that way, because now filling the cheap-knockoff-niche is something unique

Every design exists for a purpose, we just don't know the designer's true intention. Like Alolan Persian is apparently supposed to be 'cute and lovely' but many think it's ugly. Is it a bad design if it fails that? Or is that whole thing supposed to be ironic?
