Rillaboom is measured to the top of its head while Inteleon only to the skull, hence the Inteleon figure being taller than the Rillaboom one factoring in the frill despite Rillaboom being taller according to the dex.
There’s no clear cut guide for how to measure pokemon unfortunately. Birds are by standing height, unlike irl where they’re measured by wingspan. Did you know the Bulbasaur line is measured by length too?
