10 hours in the johto level curve is a fucking joke. Do people actually like this gen? Johto barely has any trainer fights and the fights they do HAVE MONS AT LEVEL 6!

If you're still running into level 6 trainer mons 10 hours in, that's on you. You shouldn't be running into any much past the first gym. Based on your levels, you're probably between the 3rd and 4th in which case they should be high teens
