In fact you are omitting the context of that interview since that was about picking which Pokemon should be able to talk. Takeshi Shudo talks about that in his blog, in the end they picked Meowth because he was charming and evil.
The reason Tajiri made that chart in the first place was because the anime staff wanted to have a way for Pokemon to communicate with the audience which they decided by having a talking Pokemon. This is something Takeshi Shudo goes over his blog but the reason Meowth exist is simply to act as a translator and as a means for the audience to know what Pokemon are thinking. Later on the interview Tajiri says he would've liked the anime to stick closer to the games, and guess what he did in Yellow? He got rid of the talking Meowth. Alakazam has, afaik, never been really depicted as super intelligent. Pokemon has a wide array of designs, but as Tajiri states they're meant to be like cats and dogs, and as Shudo and the 2012 guide state meant to mirror animals as well. This is why the 2012 guide is against humanization of the Pokemon.
