Gamefreak decided to ignore pokemon around the time Z was in pre-production, and only realized by the time of SM that they both failed to chuck out a pokemon game or establish any other functional IPs.
Even by sword they were attempting to ignore the brand but knew they couldn't do another Z.

there was data somewhere for 2 more kalos games. probably XZ and YZ. truth is that the cog project wasted a lot of time and resources and they just didn't end up making those games for 2015
