>>51675583Not having gyms scale by level enforces linearity much more than level scaling because it's explicitly designing the progression around a specific order and punishing the player with an unbalanced experience if they deviate from that order in any way. Sure, maybe they can challenge a hard gym first and get a slightly more satisfying victory from that, but now they're left with the early gyms becoming even easier, and having to autopilot through unscaled trainers. At that point, why not make the remaining gyms scale? If the idea of having a gym stronger than you is that important, why not have the scaling only apply to weaker gyms, so that you're rewarded for doing the harder gyms first with an even harder set of battles?
Also, BOTW is very clearly designed for the player to be able to finish the divine beasts in any order, and even if it wasn't, its gameplay system does not rely anywhere near as much on the "number get bigger" gameplay pokemon uses, so tackling the dungeons out of order would not result in a drastic increase or decrease in difficulty the same was as challenging a level 30 gym followed by a level 10 gym
